राष्ट्रीय मानव अधिकार आयोग ने केन्द्र और राज्यों से देश भर में ग्रामीण क्षेत्रों में आशा कार्यकर्ताओं की खराब कामकाजी स्थितियों के आरोपों पर रिपोर्ट मांगी

राष्ट्रीय मानव अधिकार आयोग, एनएचआरसी, भारत ने एक शिकायत पर संज्ञान लिया है कि आशा (अधिकृत सामाजिक स्वास्थ्य कार्यकर्ता) कार्यकर्ताओं को देशभर में ग्रामीण क्षेत्रों में कोविड-19 महामारी के दौरान फ्रंटलाइन पर काम करने के बावजूद उनको देर राशि और सुरक्षा उपकरण नहीं मिल रहे हैं। तदनुसार, आयोग ने सचिव, केन्द्रीय स्वास्थ्य और परिवार कल्याण मंत्रालय और राज्यों के मुख्य सचिवों को शिकायत में उठाए गए मुद्दों पर 6 सप्ताह के भीतर अपनी रिपोर्ट प्रस्तुत करने के लिए नोटिस जारी किया है।
आयोग ने पाया है कि यदि आरोप सही हैं तो, यह बहुत ही महत्वपूर्ण मुद्दे को उजागर करते हैं क्योंकि भारत भर में विशाल ग्रामीण आबादी की संपूर्ण स्वास्थ्य प्रबंधन प्रणाली इन आशा कार्यकर्ताओं पर निर्भर करती है।
इसलिए, रिपोर्ट में, प्रत्येक राज्य में कितनी आशा कार्यकर्ता काम कर रही हैं; महामारी के दौरान उन्हें भुगतान की गई अन्य देय राशि और पारिश्रमिक राशि की स्थिति; उनकी बकाया देय राशि; उनके पेशेवर कार्यों के निर्वहन के लिए उनकी सुरक्षा के लिए स्थापित स्वास्थ्य सुरक्षा उपाय; इन स्वास्थ्य कर्मियों और उनके परिवारों की स्वास्थ्य आवश्यकताओं की रक्षा के लिए प्रदान की जाने वाली सुविधाएं; कर्तव्य के निर्वहन के दौरान हुई मृत्यु की स्थिति में मुआवजा; दीर्घकालिक स्वास्थ्य बीमा/सुरक्षा; मौजूदा दिशानिर्देशों के अनुसार सामाजिक सुरक्षा/संरक्षण सुविधाएं आदि विवरण शामिल होना चाहिए।
